Usually, yes. A leaning section is a post that has rotted at the ground or heaved with frost, and the post is replaced with the panels reused. If several posts along a run are gone, the whole run is often at the same age and replacing it is the honest advice; one or two, a repair.
How much fence damage does a storm have to do before insurance covers it?
That is the policy’s decision, not ours, but a fence taken down by wind or a fallen tree is usually a covered loss minus the deductible, and a fence that simply rotted is not. Photographs before anything is moved and a written estimate are what the claim needs. We will say plainly which kind of damage you have.
